Richard S. Mroz, Counsel

Mr. Mroz is Of Counsel to the firm and concentrates in the areas of government & regulatory affairs, real estate, and project development. He is also well versed in corporate governance and corporate compliance issues. Mr. Mroz is highly respected for his knowledge of the workings of government at all levels and how the business community interacts with government. He is known for his negotiation skills and project development efforts. Mr. Mroz is a registered lobbyist and does maintain other consulting businesses.

Mr. Mroz served as the Chief Counsel to Governor Christie Whitman, before she joined the Bush Administration as the Administrator of the EPA. In this cabinet level position Mr. Mroz negotiated the state budgets, recommended judicial and prosecutorial appointments, and advised the Governor on all facets of management of state departments and agencies. In the first four years of the Whitman Administration he was counsel to Governor overseeing the state’s largest independent authorities including the New Jersey Turnpike, Casino Reinvestment Development Agency and the Economic Development Authority.

During his tenure in the Whitman Administration, Mr. Mroz oversaw and negotiated agreements for to the introduction of E-Z Pass, proposals for Off-Track Pari-mutuel Wagering, and the public-private Road Development Agreements with Mirage Resorts (now MGM) for the Atlantic City-Brigantine Roadway Connector.

In 2007 Mr. Mroz was appointed by President Bush to and currently serves as a member of the Commission on White House Fellows. This national commission includes citizens who represent a broad range of backgrounds, interests, and professions. Founded in 1964, the White House Fellows program is America's most prestigious program for leadership and public service. White House Fellows typically spend a year working as full-time, paid special assistants to senior White House Staff, the Vice President, Cabinet Secretaries and other top-ranking government officials.

Since 2002 Mr. Mroz has served on Board of the Federal Home Loan Bank of New York, which serves member financial institutions in New Jersey, New York, Puerto Rico and the Virgin Islands. He has served as the Chairman of the Bank’s External Affairs Committee and a founding member of the Bank’s Corporate Governance Committee.
